Oumar Diop

Oumar is a Civil Engineer, Investment Expert, and Certified Project Manager (PMP)® with over 25 years of experience leading development funding organizations and managing sizeable infrastructure projects and programs in the power sector.

Before his current, Oumar was the Managing Director of Envol Capital, an investment company developing infrastructure projects in Africa.

Oumar has an impressive professional background, having served as Deputy CEO at Shelter Afrique, a financial institution in Kenya, where he oversaw 44 countries for seven years. He was Resident Representative in Nigeria and Director of the Portfolio and Project Management department.

Oumar held various technical and managerial roles in Senegal, including Technical Director at SIPRES SA, Territory Manager at Mobil Oil Senegal, and Prospecting Engineer at SIEMENS NT.

As the President of the PMI Senegal Chapter, Oumar’s extensive experience in strategy, leadership, entrepreneurship, program management, public-private partnerships, and corporate governance is highly valued. He holds several other professional certifications, making him a true expert in his field.
